WHAT IS THE FIRE COMMISSION MEETING? The Chief of a Fire Department may be confronted with a Fire Commission that is engaged in squabbling and political in-fighting on important issues facing the department. A new Chief stepping into such a situation must possess the interpersonal and leadership skills necessary to move the department forward. Chiefs lacking in these skills cannot hope to be successful, and may very well have a short reign. The Fire Commission Meeting exercise is designed to identify those who have the skills needed to balance competing personalities and interests in a positive way that builds cohesiveness rather than adding to existing divisiveness. Candidates must review background information, prepare a meeting agenda, then meet with a three member Fire Commission (role players) to discuss current issues in a special, closed meeting.

TEST FORMAT The Fire Commission Meeting is an oral simulation exercise. It consists of detailed background information on members of the Fire Commission and current issues that are confronting the commission. The assessee plays the role of a new Chief of Department who has been asked to prepare an agenda based on input by the Chairperson of the Commission, as well as input by other members. Assessees are given one hour to review the background information and prepare for the meeting. The meeting requires approximately 25 minutes. Complete role player instructions are supplied. The instructions are highly standardized and designed to ensure uniformity of role player actions and statements across all candidates.
SCORING AND REPORTING OF RESULTS MPS does all of the scoring for you. Results are reported in the form of a rank-ordered list of the candidates. In addition, MPS uses a behavioral checklist approach to provide performance feedback for candidates on each of the factors measured. Behavioral checklists include both positive and negative behavioral descriptors, and are designed to assist assessees in identifying strengths, weaknesses, and developmental needs.
VIDEOTAPING THE EXERCISE All necessary instructions and diagrams needed to properly set up and videotape the exercise are supplied. All that is required is a standard video camera and 1/2" VHS videotaping system. No camera work is required.
